An exciting opportunity has arisen for an experienced Procurement Manager to join a newly established organisation delivering a major UK-wide environmental infrastructure programme.
This is a newly created role offering the opportunity to build and shape a procurement function from the ground up, establishing robust processes, governance and best practice within a fast-paced and evolving environment.
The Role
Reporting to the Head of Commercial, you will play a key role in developing the organisation's procurement capability, ensuring that procurement activity delivers value for money while maintaining strong governance, transparency and compliance.
Key responsibilities will include:

Supporting the design and implementation of procurement policies, procedures and governance frameworks.

Developing procurement templates, approval processes and internal controls.

Leading and supporting strategic sourcing exercises, tendering and contract negotiations.

Identifying, evaluating and onboarding suppliers.

Developing strong supplier relationships and managing supplier performance.
-
Driving cost efficiencies and identifying opportunities for savings and operational improvement.

Ensuring procurement activity meets legal, regulatory and funding requirements.

Establishing robust audit trails and mitigating commercial and supply-chain risk.

Developing and managing contracts, including performance measures, renewals, variations and disputes.

Working closely with Finance, Operations, IT, Marketing and Programme teams to understand requirements and provide procurement guidance.

Acting as a trusted adviser to stakeholders on purchasing and commercial decisions.
About You
We are looking for a highly capable procurement professional who has experience building and developing procurement functions, ideally within a new, evolving or start-up environment.
You will be comfortable operating in a fast-paced environment where processes are still being established, bringing structure, commercial discipline and a proactive approach.
You should have experience across:

Developing category strategies and multi-year procurement plans.

Managing the full end-to-end sourcing lifecycle.

Strategic sourcing and supplier selection.

Complex contract negotiation and management.
-
Make vs buy analysis, should-cost modelling and value engineering.

Drafting and negotiating commercial contracts, including T&Cs and MSAs.

Advanced Excel, including modelling and pivot tables.
-
Procurement governance, compliance and risk management.
CIPS Level 5/6 or MCIPS would be advantageous, although not essential.
