Establishing delivery governance for a nationally critical government platform
Introduction
We established a programme-level PMO and delivery governance framework for a major government digital programme. Our work brought consistency, assurance, and executive confidence to a complex, multi-workstream delivery environment.
The challenge
A major government digital programme was delivering multiple interdependent platforms in parallel, covering data, application, and integration layers. Delivery velocity was strong, but governance maturity was inconsistent across workstreams. Milestone assurance and risk visibility were insufficient, creating exposure at senior approval gates. The programme needed a single governance layer that could span all workstreams without slowing agile delivery.
The solution
We established a programme-level PMO operating model aligned to agile delivery. We delivered through the client’s preferred public sector procurement framework, ensuring compliance with internal commercial and governance requirements. We introduced milestone-based governance mapped to technical acceptance criteria, and a RAID framework integrated with architecture, security, and commercial risk. We defined a clear RACI across supplier, internal delivery, and product stakeholders. Executive-level reporting was aligned to budget, approvals, and stage gates. Throughout, we maintained agile delivery autonomy, embedding governance rhythms compatible with multi-team sprint cadences and aligning delivery artefacts directly to Statement of Work commitments.
The benefit delivered
The programme achieved clear line of sight from delivery activity to executive approvals. End-of-phase commercial and delivery risk exposure was reduced. Confidence from senior stakeholders and assurance functions improved significantly. The governance model was subsequently reused across other programmes, demonstrating its scalability beyond the original engagement.
