Delivering cloud foundations for a platform serving millions of citizens
Introduction
We designed and delivered production-grade cloud infrastructure and engineering foundations for a nationally critical government digital platform. Our work enabled safe, repeatable, and scalable delivery across multiple product teams building in parallel.
The challenge
The programme was delivering a large-scale, multi-product digital ecosystem. Multiple teams were building applications, data services, and integrations simultaneously. Existing infrastructure patterns were inconsistent across environments. Onboarding new teams was slow, and security, networking, and operational controls varied. This created delivery risk, limited developer velocity, and placed a growing burden on central infrastructure teams. The programme required a secure, self-service cloud platform that could scale without becoming a bottleneck.
The solution
We owned end-to-end infrastructure delivery across four phases. In phase one, we focused on developer enablement: delivering CI/CD pipeline capability, secrets management, Infrastructure-as-Code tooling, account provisioning, and sandboxed developer environments. In phase two, we standardised how infrastructure and services were built and consumed, introducing reusable patterns, observability tooling, and improved developer documentation. In phase three, we established a hardened, enterprise-grade cloud foundation, covering shared VPC and network segmentation, centralised account configuration, AWS Organisation design and guardrails, and identity and access controls. In phase four, we reduced operational overhead through centralised DNS, event-driven architecture components, centralised security services and monitoring, and automated lifecycle management.
The benefit delivered
Developer onboarding time was significantly reduced. Delivery velocity improved across multiple product teams. Security, networking, and compliance became consistent across all environments. Dependency on central infrastructure teams was reduced, freeing capacity and removing a delivery bottleneck. The architecture was subsequently adopted as a reference pattern for future programmes.
