Building a change governance framework across a £400m portfolio
Introduction
We partnered with a large financial services organisation to design and implement a change risk governance framework. Our work brought consistency, rigour, and regulatory confidence to a major change portfolio operating across multiple divisions.
The challenge
The organisation was delivering a change portfolio worth over £400 million annually. Governance around how that change was being managed was inconsistent across divisions. There was no unified framework for tracking risk appetite, enterprise-level dependencies, or control attestation. The regulator had already identified the need for greater rigour, adding urgency to the work.
The solution
We worked across first and second line functions to design and implement a change risk governance framework from the ground up. This included a risk appetite framework, enterprise risk assessments, a suite of key controls, and a structured assurance plan. Each component was developed collaboratively with divisional change directors. This ensured the framework had genuine buy-in across the organisation rather than being imposed from above.
The benefit delivered
The programme achieved clear line of sight from delivery activity to executive approvals. End-of-phase commercial and delivery risk exposure was reduced. Confidence from senior stakeholders and assurance functions improved significantly. The governance model was subsequently reused across other programmes, demonstrating its scalability beyond the original engagement.
