Learning and Development Manager

As the Learning and Development Manager, you will play a pivotal role in shaping the future of workforce training within this innovative programme. Reporting to the Head of Workforce & Engagement, you will provide senior professional leadership for learning systems, quality assurance, and accredited provision. You’ll ensure that onboarding, e-learning, and qualifications remain robust, well-governed, and aligned with national priorities.
Key responsibilities include:
- Acting as the internal professional lead for learning and capability building.
- Leading the development and delivery of learning approaches aligned with service quality and workforce priorities.
- Overseeing governance arrangements, quality frameworks, and compliance with external standards.
- Managing relationships with awarding bodies, regulators, and quality assurance partners.
- Establishing internal quality assurance processes such as assessment design, moderation, and standardisation.
- Optimising the use of the Learning Management System (LMS) to support learner journeys and reporting.
- Developing long-term delivery models that balance educational integrity with organisational sustainability.
About You
The ideal Learning and Development Manager will have:
- Senior experience delivering or overseeing accredited learning or training provision at scale.
- Proven expertise in governance, quality assurance, and compliance within regulated contexts.
- Strong knowledge of adult learning principles, curriculum design, assessment methods, and digital learning systems.
- Experience working with awarding bodies or external quality assurance frameworks.
- Excellent stakeholder management skills and a provider-minded approach to balancing educational integrity with business sustainability.
Desirable skills include:
- Experience setting up or managing accredited qualifications (e.g., Level 4 or equivalent).
- Expertise in LMS optimisation or scaling digital learning solutions.
- Knowledge of income generation models for workforce development programmes.
