Are you an experienced Learning, Culture & Engagement leader looking for a role where you can shape people strategy at an organisational level?

We are working exclusively with a large, multi-site organisation to appoint a Head of Learning, Culture & Engagement. This is a high-profile leadership opportunity, reporting directly to the Chief People Officer, with responsibility for shaping and delivering a broad people agenda spanning Learning & Development, Culture, Employee Engagement, DEI and Wellbeing.

The Role

As Head of Learning, Culture & Engagement, you will provide strategic and enterprise-wide leadership across the portfolio, ensuring that learning, culture and engagement initiatives are aligned to organisational priorities and deliver tangible impact.

A key priority will be strengthening leadership capability across the organisation and scalable development solutions for leaders at all levels.

Alongside this, you will lead the Culture & Engagement agenda, owning the employee listening strategy and ensuring that colleague feedback translates into visible action.

You will also hold senior responsibility for Diversity, Equity & Inclusion and Wellbeing, developing proactive, evidence-led initiatives that support inclusion, belonging and colleague wellbeing.

Key Responsibilities

  • Develop and deliver an enterprise-wide Learning & Development strategy aligned to the wider People Strategy and organisational priorities.
  • Lead the learning portfolio across mandatory training, induction, professional development, leadership development, apprenticeships and learning systems.
  • Develop innovative and scalable approaches to leadership and capability development, including a Leadership Academy.
  • Own the organisation's employee listening and engagement strategy, turning insight and colleague feedback into meaningful action.
  • Lead culture and organisational development activity that strengthens belonging, trust, leadership effectiveness and alignment to organisational values.
  • Develop and lead the DEI and Wellbeing strategy, ensuring priorities are measurable, evidence-led and embedded throughout the organisation.
  • Use workforce, engagement, learning and wellbeing data to identify priorities and measure organisational impact.
  • Provide clear and insightful Executive and Board-level reporting, highlighting progress, risks and recommendations.
  • Lead, coach and develop a high-performing specialist team.
  • Manage significant budgets, suppliers and external partnerships, ensuring strong commercial value and continuous improvement.
  • Build trusted relationships with senior leaders, operational stakeholders and the wider People function to ensure people initiatives translate effectively into practice.

About You

We are looking for an established senior people professional with significant experience across Learning & Development, Organisational Development, Culture, Engagement and/or People Transformation.

You will have experience operating within a large, complex environment and be confident influencing senior stakeholders, including Executive-level audiences.

You will bring a strong understanding of:

  • Learning and organisational development strategy
  • Leadership development and capability building
  • Employee engagement and employee listening
  • Culture change and organisational development
  • Diversity, Equity & Inclusion
  • Wellbeing
  • Workforce insight and data-led decision making

Crucially, you will be someone who can move comfortably between strategic thinking and operational delivery. You will be able to develop the vision, influence senior stakeholders and then ensure initiatives are practical, scalable and successfully embedded across the organisation.

You will also bring strong commercial awareness, with experience of budget ownership, supplier management and demonstrating return on investment.

A CIPD Level 7 qualification or equivalent senior-level experience in L&D, Organisational Development, HR, Leadership Development or a related discipline is expected.
